Founder member and Principal Consultant of AllOne Corporate Solutions, Sinéad Byrne, BBS, H.Dip SPHE, has over 20 years experience in the Health Services.  For the 12 years (2002 to 2014), Sinéad worked in the area of Freedom of Information (FOI) as FOI Officer and Decision Maker and Data Protection (DP) as Data Controller in the HSE South.  As Regional Manager, her role included training and support to FOI and DP Decision Makers and Internal Reviewers, liaison with Office of the Information Commissioner and Data Protection Commissioner on all aspects of compliance with both pieces of legislation and providing expert support to Decision Makers handling difficult requests.

In 2005 Sinéad presented a paper at the National FOI Conference organised by Trinity College Law Department; this paper was subsequently published in the book entitled “Freedom of Information: Law and Practice” published by First Law in 2006 and edited by Estelle Feldman.  Sinéad’s HSE role also included compliance with Part 9 of the Health Act 2004; this requires the HSE and agencies operating under Service Agreements to have a complaint policy in place.

Since 2015, Sinéad has worked fulltime in AllOne Ltd. delivering courses to public sector bodies across the country.  She has built up considerable expertise in the operations of both FOI and Data Protection and her courses are tailored to deliver these complex legal texts in an easy to understand and practical manner.  As a former practitioner, she is ideally placed to deal with the day-to-day queries that arise when working with access requests; she has a huge breadth of knowledge from working with all kinds of public sector bodies and is happy to share with delegates on her courses.

New Trainer

We are delighted to welcome Mr. Ken Lillis to our Training Team!  Ken worked for 40 years in the public service, 23 of those in the Health Services in the West.  In 1998, Ken took on the role of implementing the Freedom of Information legislation in the former North Western Health Board, setting up the decision maker network and preparing many Internal Review decisions and submissions to the Information Commissioner, as FOI Liaison Officer and member of the Public Service Users Network for FOI. The role was broadened to include Complaints Management, Consumer Involvement and extended to Data Protection, with the introduction of the Data Protection Act,2003.

Ken has carried out many training sessions for HSE staff, Decision Makers and Internal Reviewers over the years and has also been responsible for implementing the Complaints Policy in the North Western area and has trained many HSE staff in Complaints Handling.  The introduction of GDPR in May, 2018, meant Ken trained hundreds of HSE staff in the Border and North West areas in Data Protection and the implications of GDPR.  Ken has recently completed the course of study for the International Association of Privacy Professionals and is a candidate for certification.  In his role in the HSE West’s Consumer Affairs Area Officer, Ken supported Community Healthcare Organisation(CHO)1 and the Saolta Hospital Group, in Freedom of Information, Data Protection, Complaints, Service User Involvement and Records Management.
